Ho Assembly considers key recommendations on security, drainage and revenue mobilisation

The Ho Municipal Assembly’s Executive Committee (EXECO) has submitted a series of recommendations covering security, drainage management, revenue mobilisation and municipal development to the Third General Assembly meeting for consideration and approval.
The recommendations were presented on Wednesday, October 28, 2026, following the committee’s Third Quarter meeting held on October 21, where it reviewed the administration and governance of the municipality based on reports from 5 statutory and 4 non-statutory sub-committees.
After deliberations, the committee approved several proposals and forwarded them to the General Assembly for further consideration and final approval.
One of the key recommendations seeks to regulate commercial motorcycle operations in the municipality. EXECO has proposed that the Municipal Coordinating Director (MCD) establish a committee to draft a by-law governing the activities of Can-Do/Okada riders.
On security, the committee recommended the recruitment of personnel to protect critical public facilities, including the Ho Central Market, the main lorry park, the Civic Centre Mall, and the Parks and Gardens.
The committee also proposed engaging a consultant to prepare a comprehensive Master Storm Drain Plan for Ho Township as part of efforts to address the municipality’s drainage challenges.
In the areas of finance and development planning, 3 major policy documents were presented for discussion and approval. These are the 2027-2030 Composite Budget, the 2027-2030 Fee Fixing Resolution, and the 2027 Annual Action Plan (AAP).
To improve Internally Generated Fund (IGF) mobilisation, EXECO recommended that the Assembly compile a list of Honourable Members managing public toilet facilities who owe the Assembly and pursue all lawful means to recover the outstanding amounts.
The committee further proposed that the Assembly formally patent and trademark the slogan “Oxygen City” to protect the municipality’s brand identity and prevent its unauthorised use.
Another recommendation is the introduction of burial permits for Muslim burials, effective January 1, 2027.
Providing background to the proposal, Municipal Coordinating Director Mr. Henry Yao Amesimeku said the issue had been discussed at previous meetings, including the last General Assembly meeting and a meeting of the Justice and Security Committee.
He noted that as far back as March 2013, the then leadership had called for consultations with Zongo leaders to agree on the modalities for implementing the proposal.
Mr. Amesimeku added that provisions for the permits were already captured in the Fee Fixing Resolution, leaving the relevant stakeholders to reach an agreement on implementation.
Members have accepted the report and its recommendations, with Presiding Member Hon. Mawunyo Agbe scheduling Thursday, October 29, 2026, for further deliberations and approval.
