Ho Municipal Assembly hits 71% of IGF target, completes seven projects – MCE

The Municipal Chief Executive (MCE) of Ho, Hon. Stephen Adom, has given a detailed account of the Assembly’s finances and development projects for the 2026 fiscal year, disclosing that the Assembly has collected GH¢6,241,177.84 representing 71% of its Internally Generated Fund (IGF) target.
Hon. Stephen Adom the MCE of the Ho Municipal Assembly made this known in his sessional address at the 3rd General Assembly of the Ho Municipal Assembly on Wednesday 28 October, 2026
On IGF, Hon. Adom announced that the Assembly projected to collect GH¢8,682,604.00 for the year 2026 and as of the end of September 2026, has raked in GH¢6,241,177.84, representing 71.88% of the annual target with a full quarter still to go.
He commended revenue officers and collectors for a yeoman’s job done so far, but cautioned that a careful look at the revenue items shows some heads are underperforming and need urgent attention, while even the performing ones can do better through innovation and sealing of leakages.
Touching on Grants, District Assemblies Common Fund (DACF) and other receivables, the MCE disclosed that the Assembly projected to receive GH¢82,932,555.84 in 2026, but as of September 30, only GH¢39,240,648.96, representing 47.3%, had been received.
He clarified that the shortfall is not due to delays in DACF releases, noting that the government of President John Dramani Mahama and the NDC has unprecedentedly released the Common Fund timeously as of September, but rather due to the non-arrival of other expected donor funds.
On expenditure, the MCE stressed fiscal discipline, stating that the Assembly earmarked a total of GH¢82,932,554.84 for spending in 2026, but by the end of September, only GH¢32,327,069.05, representing 38.98%, had been spent.
According to him, the low expenditure rate marks a clear departure from past practices, as the Assembly is cutting down on nuisance expenditure and protecting the public purse, rather than spending loosely because of improved IGF collection.
The MCE observed that revenue patterns show IGF remains the most reliable stream of revenue for the Assembly and attributed the improved performance to the involvement of National Security to support field collectors, deployment of innovative measures and strict monitoring.
He assured the House that the Assembly will introduce more innovations to make revenue collection and accounting easier and more predictable to enable it to deliver development to the people.
On development projects, Hon. Adom said for the first time in the history of the Ho Municipal Assembly, seven projects were commenced and have all been completed within one year, fully funded from the Assembly’s share of the DACF.
The completed projects are a 3-Unit Classroom Block at Hodzo-Alavanyo, a 2-Unit Nurses Quarters at Matse, a 6-Unit Classroom Block at Nyive, a CHPS Compound at Takla-Atiyinu, a 2-Unit Nurses Quarters at Tokokoe, a CHPS Compound at Ziavi-Bamefedo, and a 2-Storey 6-Unit Classroom Block at Shia, which he said will be commissioned after the General Assembly meeting in line with the Reset Agenda to ensure they benefit the people.
