EDHA Confirmation of Managing Director, Edo Skill Dev Agency Suffers Setback, Passes Two Bills. – Nigerian Observer

The confirmation of Mrs Violet Obiokoro as the Managing Director of Edo State Skills Development Agency on Monday suffered a setback over the non-appearance of the nominee during plenary following her screening by members of the House Committee on Rules Business and Government House.

This was sequel to the consideration of the report of the committee on her screening at the committee of the whole .
A 1- point recommendation of the report had earlier recommended that the nominee be confirmed as the Managing Director of Edo State Skill Development Agency

Hon.Henry Okhuarobho,chairman house committee on Rules business and government house,during the presentation of the report for consideration said the report has four findings and 1 recommendation.

On his part,the member representing Akoko Edo 2 Hon.Emmanuel Agbaje remarked that it would amount to a disservice to the parliament to screen and confirm a nominee without appearing before the House in order to provide members the opportunity to interact with her adding that the confirmation process should be put on hold on that premise.

Also speaking,the Deputy Speaker Hon.Roland Asoro in agreement with the views of Hon.Agbaje said the confirmation should be put on hold as the nominee was cleared without any interaction with members on the floor of the house.

The member representing Igueben constituency Hon.Ephraim Aluebhosele who argued that the screening exercise by the committee was in order said the the committee had thoroughly screened the nominee when she appeared before them for screening and they found her to be qualified for the job .

In his submission,the Speaker Rt.Hon. Marcus Onobun who said that it was clear the nominee had not interacted with some members noted that the member representing Akoko Edo 2 based on his premise refused to append his signature as a member of the committee on the report on her screening.

A member of the committee Rt.Hon. Francis Okiye,on his part, said by the assessment of the committee they found the nominee fit and proper but remarked that the decision to invite the nominee to appear before members was at the discretion of the speaker .

The Speaker thereafter said that while the recommendation for the confirmation of the nominee was in order other critical issue concerning her non-appearance before members must be addressed before her confirmation in order for other lawmakers to interact with her in the overriding interest of the public.

The Speaker thereafter stepped down the consideration and directed the chairman of the committee to invite the nominee to appear before the House.

Also during plenary,the House passed two executive bills into law following their clause by clause consideration at the committee of the whole.

The two bills are, a bill for a law to establish the Edo State development and building control agency and a law to repeal Forestry law 1968,enact a law to establish Edo State Forestry commission for the preservation and conservation of forest and land use.
