Ex-FRSC Operations boss Omeje joins Health Emergency Initiative board

The Health Emergency Initiative, HEI, has appointed a former Deputy Corps Marshal of the Federal Road Safety Corps, FRSC, Hyginus Uche Omeje, as a member of its Board of Trustees, bringing more than three decades of road safety and emergency response experience to the organisation.
Omeje’s appointment was approved at the board’s meeting on July 31, 2026, following a recommendation by the Board’s Ethics and Governance Committee.
His appointment is expected to strengthen HEI’s work in emergency preparedness, post-crash care and first responder training, particularly in improving access to timely medical care for victims of road traffic crashes and other emergencies.
Omeje retired from the FRSC in March 2026 as Deputy Corps Marshal in charge of Operations, a position in which he coordinated nationwide operational strategies, supervised field commands, oversaw special intervention patrols and strengthened responses to road safety challenges.
During his more than 30 years with the corps, he also served as Zonal Commanding Officer in Osogbo and Ilorin, Assistant Corps Marshal in charge of Federal Operations, and Sector Commander in Lagos and Anambra States.
His responsibilities included road safety enforcement, emergency rescue operations, public education, road traffic crash data analysis and collaboration with other agencies to improve emergency response and reduce road crashes.
HEI said Omeje’s experience would complement its efforts to strengthen Nigeria’s emergency response systems and improve survival outcomes for vulnerable populations.
The organisation said his practical knowledge of road crash prevention, rescue operations and nationwide coordination would be particularly valuable to its programmes on post-crash care, first responder training and health emergency preparedness.
Omeje, who is currently Managing Partner of Hystar Integrated Global Limited, was described by HEI as bringing “valuable practical experience and strategic leadership” to the board.
The organisation said his appointment reflected its commitment to strengthening its leadership with professionals whose experience could help translate its mission of saving lives into sustainable interventions.
“We are confident that Mr. Omeje’s experience, integrity, leadership and commitment to public safety will contribute significantly to advancing HEI’s mission and expanding our impact,” the organisation said.
HEI expressed optimism that the appointment would further strengthen its collective efforts to save lives and build more responsive emergency care systems across Nigeria.
